Could be a bad throttle body or wiring.
First remove it and clean it.
Also check O2 sensor wiring known to short out against body and do damage to ECU.

This is a TSB for a wiring issue at connector. It is not for you car but does apply because it's the same connector. Take note there are two different connectors match yours.

How is the idle?
Does it rev up and down with gas pedal?

Ah, out in the open here... so as per the email...

With the replacement throttle body, go into 01-08-062, do you get the same results as the original throttle body?

Won't apply to this vehicle. 03' will be 1.8T not a belt driven 2.0T. I have never seen that TSB fix anything just a waste of time if you ask me. Most common issue's on B5.5 passats were throttle body or throttle pedal. Nothing in between unless rodents got to it. My money is on the throttle body being fucked.

Actually, I haven’t tried to start it since I installed this Throttle Body because this is the third one I’ve installed. I was told by a repair shop that when I attempt to start it with pending codes, I ruin the part because the codes attach to the new one.

This car drove excellently and was mechanically sound. I just had the timing belt done, all the flushes, everything.
There was a recall on the vehicle, so I took it to a dealership. However, it was driving strangely. I asked them to look further, and they said the throttle body needed replaced. Unfortunately, an OEM throttle body would take up to a year to receive. After six months, I decided to retrieve my vehicle because they wouldn't provide me any updates or return my calls.
I had it towed from the dealership because it would not run. even though I drove it there with a brand new battery. When I brought it home I bought an aftermarket throttle body and installed it. It didn't work. I bought a second one. It didn't work so I took it to the repair shop that is ran by a German young man. He said he had VCDS and he did not. It was a knockoff. So I bought VCDS myself and a used OEM Throttle Body from ebay recently. And this is where I'm at..... sigh

a little more background:

Key on, engine off, remove intake boot from throttle body. Go into 01-08-062. Manually push the throttle body open... does the ECM report data showing the valve is moving?

Wiring harness... unplug the throttle body, unplug the ECM. Ohm test wiring:
  • TB T6a/3 to ECM T121/117
  • TB T6a/5 to ECM T121/118
Make sure those wires are not shorted to each other or to ground.

When i press down the accelerator pedal completely the 'accelerator pedal position sensor' only reads 75%.

Wiring harness... unplug the throttle body, unplug the ECM. Ohm test wiring:

Make sure those wires are not shorted to each other or to ground.

I'm going to purchase an accelerator pedal.
