I see from place to place this tag, attached in front of the topic title, Resolved. How is that set? Admin side only?

Admin: Definitely.
Moderator: Maybe. Not sure.
Regular user: Nope.
If regular users want threads they've started to be flagged RESOLVED, they can request it. There's a certain who reads everything posted in this forum, but he's not quick to flag threads RESOLVED unless he's completely confident that it has been.
