Try deleting the file vcdsscan.ini.

I tried opening it on the latest version, and it opens.. somewhere.. Can't see it, though.
Since it appears both of you are having the same problem, I've merged these threads.

For laughs, try editing the vcdsscan.ini file. You must have the VCDSScan application closed while doing this -- use Task Manager to verify that it's not running and kill it first if it is running.

Two lines it in specify the screen position:
Screen-x=200
Screen-y=320

200 and 320 appear to be the defaults. Try setting both to 0, or to a very small value such as 10, and then start VCDSScan.

Bumping with my 2 cents. I had this same issue but just with the long coding helper. I was able to fix this by using the graphics driver reset shortcut Win + Ctrl + Shift + B

Once I pressed that combination, the screen flashed and the Long Coding helper appeared in the center of my screen.

Additional thing which sometimes helps is Shift + Right mouse click on the icon in taskbar, then you get options Restore, Move, Size, Minimize and Maximize.
I did not have issues with VCDS, but often with other programs when switching from docking station with 3 screens (1 vertical, 2 horizontal) to single screen.

Windows + Shift + Arrow (left or right)

This key combination will move your currently-active window between monitors. If you only have one monitor, it'll reset the window onto that single monitor.
