C5 CEL not present

My silver 4.2 Allroad has never had a working CEL. Never been a problem for me.
Recently i switched the cluster from it to my Blue Allroad so i can have the Blues cluster DIS repaired and I notice the CEL is working in the Blue vehicle.
So question i have is has somebody in the past had the CEL deactivated in the the Silver engine ECU. Is this even possible??
I had a spare cluster that i have installed in the Silver Allroad and no CEL illumination which seems to possibly prove the possibility of the ECU being tampered with.

He said he swapped over the dash from one to the other vehicle. Most likely the CEL is coded out in the ecm. You can code out individual DTC FLAGS in the ecm however I have never tried to see if the CEL would still light up just with ignition on. I suppose if someone wanted to be sneaky they can do that, but more times than none I've seen the cel taped over in the dash. In NJ state inspection will fail you if you dont have a working CEL.
