I’m unsure of the device. Is it a spark plug cleaner?

google spark plug defouler and you will see what they are. They appear to just be a spacer you insert the spark plug or oxygen sensor into and it all looks like marketing BS to me

I wonder if when you buy one you get a recommendation that purchases also bought some of those tablets you put in your tank which make the car do 100mpg?

I think originally these "spacers" were intended as CEL fixes for cat. deletes. They would change the O2 sensor readings by distancing the sensor from the main exhaust stream (ie up to one side and out of the path) and thus fool the system as the temperature was now closer to normal and thus simulating a cat. being in place.

Regarding oil fouled spark plugs, if you have a "oil burner" the concept was to distance the spark plug from the combustion chamber (a bit) and help keep the plug from directly accumulating all the oil being burned!

They help with emmissions
Well, that depends on how you define "help". (defeat)

Well I did try and out them on. 2 things happened. 1st I tried to set readiness and went to the cat test and got lots of smoke coming out from that area. Then also got an error code for that o2 sensor having 2 high resistance. So not sure what if bay means other than that they don’t work for my car. Also. Is bank 1 cat really on the passenger side?

Why make it complicated? Bank 1 is the Bank that has Cylinder 1! so it doesn't matter which way you are looking, inline, V, W, Boxer, North South, Transverse, standing on your head, looking through a mirror.:)

Everything on a car is viewed and handed from the aspect of sitting in the car looking forward.
