Hard start in 40 degree f weather

I have a 2002 alh tdi. It cranks for about 20 seconds and smokes when starting in 40 degree Fahrenheit weather. Things I have done 1. Checked static timing and checked timing using vag com all looks good. 2. Replaced all four injectors 3. Checked for air in the fuel system and replaced fuel filter 4. Replaced battery and checked starting system 5. Egg has been deleted and intake was cleaned out. The car starts good when warm and when the glow plugs cycle. Car has good power and I get good fuel economy. Is there anything else that I can check to figure out this problem
