the TPMS module doesn't give out any readings until the car has been driven a few meters - i.e. the tire sensors have had a number of revolutions.

That's what wakes the sensors up. You wouldn't want them constantly transmitting data while the car is sitting still, would ya? That would consume their batteries too quickly.
