What vehicles (years) are supported by this VCDS?

Assuming it is genuine, it will work well on all models through about 2015. As for 2016 (RDW, 2017 NAR) there are some modules in some cars that are not compatible. It will not work with 2019 and newer at all.

I would not buy that unless the seller discloses the serial number and asking us to check its status.

Buying a used, genuine cable would get you "New User" status rather than your current "Pirate" status, but not "Verified" unless you pay to register the cable in your name. See How to Get Verified.

That interface is for 3 VIN, but if later I want to get unlimited VIN, can I pay the difference or is mandatory to buy a new cable? (Improve HEX-V2 3-VIN to HEX-V2 Professional, 499€-249€=250€ difference)
Is just a software thing or is hardware involved?

You do not have to buy a new cable. It's a license thing. You can buy an upgrade from 3-VINs to 10-VINs or from 10-VINs to Unlimited here:

A second-hand buyer gets however many VINs remain on the license. We also have a combination package for the registration change and a 1-step license increase here:
