Vehicle stalled and will not start

1.9 AFN TDI in a 1990 Vanagon. I am relatively new to 1.9 TDIs, so please be kind. I had low boost and was blowing white smoke intermittently. The vehicle stalled and I could not restart. Here are the codes. Any feed back would be appreciated. I have a new N75 and have replaced vacuum lines.

Some codes are listed as "Intermittent". Clear DTCs and see if they come back.

00513 - Engine Speed Sensor (G28)
03-00 - No Signal

Pretty sure the ECM is going to have to have that signal to run, so that where I'd dig into the most. Are the electrical paths (wiring, terminals, ect) for the G28 to factory design? Do you get an AC voltage signal from the G28 when cranking the engine over?
