My fuzzy recollection is that the answer is no, and the rationale behind it is that VW doesn't want anyone to be able to enter a remote-started car and drive away with it unless they car knows they have the key.

I mean if the car is locked and running either on remote start or if you run out and start it the anti theft system is still active and protecting the car. Ever other push to start car with remote start procedure is unlock the car and hit the push to start button to turn the car on otherwise you won't be going anywhere with it anyways.

And correct me if I'm wrong, but I think in NMS Passats of that vintage, remote start was available without "push to start"...?

Typically from my experience with other vehicle makers when you have remote start with push to start yes the vehicle will be running but you won't have any other vehicle equipment functioning such as the dash, radio or the ability to take it out of park for that matter till you hit the push to start button when you have the fob within range.

I'm not certain on the remote start without the push to start feature on this vintage passat.

Depends on make and model. Some vehicles come from factory with remote start. A person without the key can enter the vehicle and put it in drive and go. It become the duty of the owner to remote start the vehicle while locking the doors. You can drive miles away. I drove a vehicle for about 50 miles then after I switched it off I figured out the key is not in my pocket!

Sorry about the long response, but here is how I would do it if I worked for VW. It would be a simple solution, most other cars when remote started will shut off if the brake is pressed OR the vehicle is taken out of park without the key in the ignition (or for push button vehicles, the key present in the vehicle). An easy solution for the push button vehicles would be, if the vehicle is remote started, get in and press the start button again to turn the car “fully” on, and then drive away like normal. When you press the start button the car will scan for a key inside the vehicle and if it is there, everything works like normal. If at any point the brake is pressed to shift out of park or the vehicle is manually taken out of park before the start button is pressed with a valid key, the car will shut off.

This way you couldn’t just jump in a remote started car and drive off because no matter what you do, to get the car out of park without a valid key present in the car, it will just shut off. This is the way pretty much all remote start vehicles operate and really the idea is no different with push button start, instead of getting in and turning the key to drive off, you get in and press the start button and drive off.

Yes the engine is already on, but you still have to put the key in and turn it to the on position before you can drive away, otherwise the car just shuts off as soon as you touch the brake. You realize I don't work at VW and what I think doesn't carry any weight with them at all, right? In addition, I'm pretty sure remote start was something they tacked on to the NMS as an afterthought for the US market. It's generally not a feature that's available on cars that that are also sold in the European market, because allowing your car to idle to warm up (or cool off) is highly frowned upon there, if not outright illegal. Instead, in markets where cold weather is a problem, VAG offer auxiliary heaters. Those can be remote started, but a heater running doesn't mean that the car can be driven.

That's exactly how my 2019 Tiguan with Remote start from the factory works. I have to press the lock button once, then the remote start button twice on the remote for it to remote start. Once I get to the car and open the driver's door I need to press the "Push to Start" button before I can do anything else. If I don't press the button in time after opening the door, the car will shut off. Also, the maximum runtime for remote start is 10 minutes.

Wasn’t trying to sound like I was calling you out or something, just pointing out a solution to something you brought up.
