2009 Jetta TDI Sportwagon Turbo Actuator issue

Having issues with my actuator. Had the DTC for it. Took everything apart, cleaned turbo, replaced the actuator, put everything back together and still have the same codes. Actually have more codes. Read somewhere that you should unplug the fuel pump relays and turn engine over to verify oil gets into the turbo. Did that so now I have fuel pump relay error codes, too. Tested old actuator and it didn't hold vacuum. Test new actuator and it does hold vacuum so I don't think I actually have an actuator problem anymore. Looking back at prior scan I did before replacing the actuator, I notice now that I had another code that I didn't notice at the time - P2563 Boost Control Position Sensor. Not sure how I missed that but here we are. Anyway, here are my questions followed by the scan.

N75 solenoid tests fine.

No voltage at 3 pin plug at turbo. Is one of the three wires there a signal wire so no voltage would show there?

Obviously, I have VCDS, Do I need to connect the plugs up and use it to check the voltage?

Could both the boost control sensor and the actuator BOTH have been bad going into this situation?

How is this relevant?

This is a 2009 model car with 126,000 miles on it. It's 2020. The extended "dieselgate" warranty is for 10 years and 3 months or 123,000 miles.

Indeed the OP's car is a 2009.

Did you know by default is an SULEV being a 2009 and carries a 15/150K standard useful life warranty being covered?

I just figured others who read & will see the thread and should see it for its face value, that nothing really was extended when you think about it on later cars, huh?

Is there an open circuit or bad relay OP, you do have 2 faults in it for FP relays on consumer side?

Did you all know what Uwe pointed out is part correct, however, not after model year 2015 all VAG vehicles default under LEV3 & are 15 Years 150K useful life warranty "ULW" & even if certified to a lower tier and anything that was certified to a lower tier and found to be a fraudulent application to the EPA/CARB/NHTSA to gain a COC, automatically carries the maximum ULW available at time of certification or if an ORVR was used that was with higher ULW the higher or MAX ULW applies under the CAA?

OP

Did you check fuses, clear faults to have ECU reset driver outputs + relay for driver & disconnect WG arm & so it is free to observe servo motor output test mode and check mechanical of VNT to check operation manually is not carbon stuck?

When I took the turbo out of the car I took it apart and cleaned it. It was not too carboned up but I figured might as well while it was out of the car. Turbo seemed to be in good shape. Yes, I cleared all the codes and they come back immediately. I thought it best not to drive the car since the codes are all there so it is still sitting in my garage. Every time I clear DTC's the codes all come back. All fused were checked and found to be good.

Sorry to say, I'm not 100% clear on what you mean by this? Same thing about the warranty.

I have a boost control sensor on the way. Perhaps that will fix things but I still don't understand why the fuel pump relay error codes don't clear since I put them back in.

Was the WG working and car without errors before you disassembled the turbo charger?
Did you try a reboot of the system and recoding to default to reset the DTC's or clearing DTC's in OBD2 Mode 4 several times?

Have You tested relay coil and voltage supply to it? (Should be fuse SB15). Do You have only one FP relay or two the same shape one next to another? If only one, are You sure You put it back in correct socket?

Ok. Here is an update. Put the new boost control sensor in. Went to the engine module to clear the codes instead of auto scan and that worked, mostly. 9 of the 10 codes are gone now. The only one remaining is the 2563. Wondering if it is possible there is a problem with vacuum going to that sensor? Is there a diagram of the vacuum system somewhere so I can check that out?

I did drive the car for a bit. Had roughly 10 or 15 minutes of driving where the dash was clear of lights. Then the flashing glow plug light returned. I was able to get engine above 2500 rpm and boost seemed normal. So the turbo and actuator appear to be functioning properly.

Oooops... Then You used "Clear all codes" button from autoscan window before? And likely without unchecking "use CAN command". This sometimes use to skip some controllers and does not even try to clear all codes...

First of all check with Mitvac or equivalent tool does the actuator holds vacuum. Membranes inside it use to crack.
Second - apply/remove vacuum and observe MVB 120. Voltage of sensor must be 0,65-0,85V at one stop and 3,30-3,90V at opposite one. If not in this range, actuator rod must be adjusted.
