Short answer: Yes.

Long answer: New firmware comes out frequently for all sorts of different devices. Perhaps you could add some detail to your question.

Iv got hex v2 and 19 plate seat fr. But the cable won't open alot of things I want

HEX-V2 should be able to talk to anything in a MY2019 SEAT with any reasonably current version of VCDS. Can you post a complete Auto-Scan of your vehicle, and then tell us what you're trying to do that's not working?

Once we see your Auto-Scan, we can probably tell you if you're trying to access something that doesn't exist in your car, or if you're looking at outdated or incorrect instructions that don't match your car, etc.

That's just a list of the modules that the CAN Gateway thinks are installed, which isn't enough for us to help you.

What you need to do is:

1) Connect VCDS to your car and do an Auto-Scan
2) Using explorer go to the folder C:\Ross-Tech\VCDS\Scans
3) Open the most recent scan with Notepad
4) Click on Edit - Select All
5) Open this thread and click on Reply
6) Click on the </> icon
7) Paste the full unedited Auto-Scan into the post into the popup
8) Click on Continue
9) Click on Post Reply

To register a 2nd hand interface in your name you mean?
Yes, Ross-Tech charge $99 USD for that.
With the old HEX, KEY or MicroCAN interfaces you could do so via this product in their store:

VCDS Used Dongle Interface Ownership Transfer | Ross-Tech

I think with a HEX-V2 or HEX-NET you just submit a new registration request via VCIConfig with the new details, and Ross-Tech will get in touch
