I have looked for this in many places. I found it on another site in a forum and thought I'd post it here as I couldn't find it. It was stated for a 2011 MK6, and where it wasn't using a VCDS, I thought I'd try it. What could happen, I blind the people in the parking lot! 
So if this is a duplicate of another I am sorry. This is done without the use of a VCDS.
To turn the DRL off.
Pull the turn signal and at the same time pull it down like you are turning left and hold it there
place key in ignition and turn to the ACC position
Wait until the chime goes away (I noticed that the low beam lights turn on as well)
turn ignition off, and release the turn signal arm.
To enable the DRL, repeat the process but instead of turning the blinker arm to make a left turn, push it up to make a right turn.
