2007 passat no start no crank

i have a 2007 VW passat wolfs-berg edition 2.0t that wont start and wont crank. When I put the key in the ignition the yellow steering wheel light comes on and the screen says move steering wheel and i can here clicking then about 10 seconds worth of clicking the screen says is steering wheel locked.the seeing wheel controls do nothing the radio does not come on.no other lights in the dash. i can see the odometer and trip time and date but nothing else checked all the fuses with multi-meter. I need help figuring it out.

Many things are not powering up in this car. A failed steering column lock can keep things from powering up, but doesn't strike me like that; IIRC, there are explicit fault codes associated with that failure. So I'm thinking a bad relay or something like that.

The fuse box in the engine bay, there should be a 50A fuse in position SB30 or SB49 (location depends on type of fuse box you have). Is said 50A fuse good? Remove it and look for visual hotspots on it.

I will check the 50a fuse and I will get some new relays shall see if that makes any change would it be a relay in the engine bay or inside the car

There is no hot spots on the two 50A fuses, and they look like they are making a good connection

OK, so what I'm thinking is the J329 relay, which is the Terminal 15 relay, is where the issue is. Now be it the relay itself or the control of the relay, I don't know. The J329 is fitted directly to the J519 up under the dash.

The J329 may have "460" stamped on the top of it.

I pulled and checked all the relays, they all click when given power and no resistance on the pins that connect. The two#100 and one #167 relays had low resistance over the coils, but they were still functional. Both the 460 relays under the dash had perfect resistance across the coils and made good contact while powered. One thing I did notice was when the key is on no fuses get ignition power. So the only fuses with power are the ones that get constant power(battery power). I know the ignition switch is somewhat working cause it knows the key is in for the steering wheel light.

Okay you got it covered and running or are you now going to load light or test for actual current, not resistance and not voltage & too simulate terminals to wake stuff up using WD or again do you have it covered?

Just because some parts of circuit works in ignition switch doesn't mean it's functional!

I was just what basic knowledge I have on relays. How do I figure out what amount off current to simulate. Have not made any progress still non-responsive other than when I open the driver door I hear the fuel pump prime and when I put the fob in the dash the steering wheel message and light.

Also, the fob gets locked in the ignition every time. So I have to click the shifter button to get it to release.

Ignition switch is ????????????........... hold on wait, what's RTFB say for work procedure, stop trying to circumvent the repair manual?

Just thinking out loud here...

Brake lights, 4 way flashers and flash-to-pass high beam headlights done for 30 seconds, then try an Auto-Scan and see if more modules communicate.

What if the J329 was hotwired to force Terminal 15 to go hot? Maybe remove the relay and wrap some wire around the 30 and 87 legs of the relay and then pop it back into the J519. Or maybe remove the plastic cap and tape down the mechanical contact of the relay to make Terminal 15 go hot. At any rate, with Terminal 15 hot, try another Auto-Scan and see if you get additional information.

Jack... RTFM says for testing of the ignition switch (D9), jump into misGuided Fault Finding... :banghead: You should know better than to expect RTFM to be useful at all times... but I think we both agree there is no excuse for not having a copy of the factory repair manual for said car.
