Emergency braking lighting

Has anyone else had any trouble with this? I coded the car so that when abs is activated the brake lights and turn signals should flash but it does not appear to be working. Sliding on the snow this morning I could see the third brake light on steady and could see the reflections of the others steady. I can verify the bits and bytes tonight but it seemed pretty straightforward. 2013 passat TDI SEL premium.

I thought it's only with heavy braking from speed that it flashes etc?

That could be the case. I was never over 20mph but did push the pedal as hard as I could. Thought it would be nice here in the north if it worked when sliding on snow.
