I'm leaning towards high beam switch, assuming its position relative to the pedals is accurate.

Most vehicles from that time period that had a washer fluid system (which was quite the luxury feature!) used a push rod in the dash to operate the manual spray pump. I've never heard of a floor-mounted one until today.On my mother's Renault 4, it was a foot-actuated (as in, not electric) windshield washer squirter.
