hmm......... back in the early days of the introduction of the Golf mk7 to build platform, units came with an option which I think was called "Premium telephony package" (or something similar). My recollection ( alas my fading memory) is that the option allowed enhanced rSAP facility - probably because additional equipment was installed in the like a GSM modem. WLAN compatible MIBs in those days were identifiable by the inclusion of the additional SIM slot:
Anyhow, notwithstanding the "official" way of enabling WLAN, the following instructions were provided by "Chillout" in a discussion on VWW for MIBs without the added telephony equipment (I haven't tried this - my A3 has WLAN connectivity enabled via the SIM slot):

EDIT: Ooops - according to "sootchucker" (another VWW forum colleague), the other important part of the WLAN enabling process is to reset the after implementing the changes - apparently lots of stuff happens after the reset!!
