Hi Gang,
As the title states" Trying how to figure out why Intake Manifold Flap buzzes with key off and out"
some of the Scan shows
19557 (V157) open or short to ground intermittent
19558 (V157) no signal
checked the wires
2004 PD Jetta
any ideas appreciated

My guess is you have a poor electrical connection somewhere. Check wiring diagrams to see of the stuff that you've got fault codes for has anything in common, either a common voltage supply or a common ground.

The reason for this noise.............
The ecu is saving data performing house cleaning to eeprom of last stored/learned adapted, DTC's, and wear limits of components for next start up.
This usually lasts up to about 20 seconds after key off and out............ then stops.

Considered normal.

In addition to what Uwe stated.

Look at codes and note data such as this one.

19557 - Motor for Intake Manifold Flap (V157)
P3101 - 000 - Open or Short to Ground <<<<<<<<<<<<<<<<<<<<<< This one shows short to ground/open so check sensor for actual short in addition to harness.
Freeze Frame:
RPM: 0 /min
Torque: 202.0 Nm
Speed: 0.0 km/h
Load: 0.0 %
Voltage: 11.86 V <<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<< Voltage appears to be an issue and there is additional DTC/code for it for terminal 30 B+

Torque: 110.0 Nm


Check the battery/ plus connections and charging system as well as all grounds to chassis.

Thanks for the replies guys,
today I removed the battery and cleaned the 4 ground connections under it also the ground wire to the bolt on block between engine and trans.
the last one had a little "green" on it, cleaned them then put a little dielectric grease on.

Is there a easy way to get to the relay panel below fuse panel on left side of car?
Trying to locate the relay 106 or was it 901 due to

work done to car
removed and cleaned EGR and intake manifold --coked up less than 1/2 the original diameter
replaced IMF old one had black oil inside( where would the oil come from?)
freed up the vanes on turbo with easy off engine cleaner checked operation with vacuum pump
found and replaced the broken wires to the turbo control
replaced the water temperature sender green one in, black out
Battery will drain in two days -- door lock micro switch possible
