The home insurance market in FL has been a mess for a very long time. All the big, national players pulled out 15+ years ago, when state regulators wouldn't let them raise rates to the point where they could actually make a profit after paying out claims. Since then, it's been nothing but smaller, "fly by night" companies, and of course the state "Citizens" pool.

As for the current crop of insurers whining about litigation costs: Maybe they wouldn't have to deal with so much litigation if they actually paid claims?
