You should be able to get your desired behaviour by modifying the dimming_characteristic_curve_adjustment adaption channels.

The aforementioned adaption channel should allow customisation of TSR while the vehicle is moving.

This power steering has characteristics curve 251 installed (as denoted by "Kl. 251" in it‘s identification. It is too new to allow for a change using adaption channels however if you have another tool besides VCDS, you can just flash another characteristics curve to it. VCDS unfortunately does...
