On the MQB Tiguan the seat- and steering wheel heating share the same button. On press you can then adjust the two individually from the touch screen. Is there a coding option or adaption channel to have the heated steering wheel set to OFF by default? I use heated seats as soon as it gets a little chilly outside, but I don't like to have heating on the steering wheel until it is FREEZING.

I am not sure about the HVAC module in your car, since you did not attach an Auto-Scan, but you might want to take a look at it‘s Byte 13, Bit 2-3 where you can set the automatic activation of the steering wheel heater.
When you set it to be regulated by the outside temperature,the heater should be detached from the seat heating button. The automatic activation can then also be deactivated using the HVAC settings inside the HMI.

On my 2020 Tiguan (NAR) there is a setting to "syncronize" (or not) the seat and stering wheel heaters. It's a user preference setting accessed from the radio unit (perhaps from the HVAC menu settings, not sure). VCDS was not needed.
I completely forgot about the HVAC menu. Even went into the "CAR" menu and thought it was a little strange there were no options for heating and ventilation there... 
Anyway, you were spot on!
Press the physical "MENU" button on the HVAC controller, go to settings on the HU and the option to connect / disconnect seat- and steering wheel heaters is right there. Even an option to lower the intensity on the steering wheel heater which may have sufficed (I set it to 'low' from 'medium', haven't tested that yet).
