On a 2004? Why? TPMS was not required back then.

Because in some states even though it wasn't Federally required as some may interpret until 2006 but I'd disagree, that state may still indeed require it & if it was equipped from the factory with it upon delivery.
In NY it works like this, if a car came with an auxiliary "safety item" such as rear wiper, passenger side mirror, rear defrost, fog lights, TPMS, etc..... it needs it for safety inspection & it can't be deleted.
In 2004 all VW Tow-rigs indeed did come with TPMS & it wasn't an option within the USA.

The first part is contained in this document. It establishes a new Federal Motor Vehicle Safety Standard that requires the installation of tire pressure monitoring systems (TPMSs) that warn the driver when a tire is significantly under-inflated. The standard applies to passenger cars, trucks, multipurpose passenger vehicles, and buses with a gross vehicle weight rating of 10,000 pounds or less, except those vehicles with dual wheels on an axle.
