I am wondering if I can increase the brightness of my DRL’s
Standard my car utilises the high beam as DRL during the day on a reduced output, I believe 15%
I want to crank it up to maybe 50%.

Is this possible?

No. I'm afraid this isn't possible with VCDS.

They are pretty dull as is. It’s not my intention to blind people

Are you 100% sure it is using the High Beam bulb for DRL but just dimmed?
I believe this is not quite true.
There exists a special bylb type - H15, originally made by Osram specifically for Mk6 Golf. It's is a dual filament bulb, 55W for the beam and 19W for DRL. So it's a dual filament bulb.

Years later, these bulbs were installed to other cars than just Mk6 Golf. Also, more manufacturers started producing these, I think I even saw LED versions too.

The Skoda Octavia III uses these dual filament H15 bulbs too when it has halogen headlamps.
