Not your normal P0118 coolant sensor fault

Hi everyone, reasonable shade tree mechanic, new vag-com user here. I have a 2007 Audi A4 2.0T quattro cabriolet. I just changed the cooling flange (fun job) and the temperature sensor and sensor wiring harness clip. After the job I started getting P0118-002 signal too high. Coolant temperature reading is showing -40.0 C. Unfortunately I'd already tossed the old sensor so I swapped the new after market with a genuine Audi one with the same result. I checked the voltage at the harness, 4.71 volts, and the resistance of both of the temperature sensors, around 1640 at room temperature and they responded to changing temperatures. Other: engine temperature gauge work normally, car rough at startup, clear codes and they come back no matter if the car is hot or cold, temperature reading is -40.0C no matter if the engine is hot or cold. Car runs rough at startup, fans running at 88% duty cycle(!). Earlier this summer I did the time belt replacement including all the usual bits including the thermostat, all OEM parts. Any ideas based on this information? My only other thought is that -40C might be what shows up when the control module sees infinite impedance. Being I changed the clip (dealer OEM) could the sensor pins not be engaging the clip terminals? Any ideas how I could verify I'm getting proper engagement and completing the circuit? Thanks for any help, glad to be here and part of the group.

Can't figure out how to post the scan, so it's inserted below:

It is possible that you swap wires form pin 1 to 2.
You should have Brow/Black and Brown /Gray wire
    Brown/Black is Pin 1 ( ground )
Brown /Gray is pin 2 ( ECU signal wire)

If the wire were broken I wouldn't be getting voltage, or at least stable voltage, and that isn't the case. Confirmed with Audi when I picked up the parts that with two pin it doesn't make a difference which wire to which pin. Thanks for the ideas...

Yes it does matter , you can not chnage pin 1 with pin 2,So make sure you have this correct , I gave you color with pin out.
You ask here for help , I am giving you help.

    Hi Audidave,
Minus 40 degrees is a default, almost certainly you have an open circuit wire, probably the signal wire. Check the circuit at the ECU pins using the correct wiring diagram. Jack will be here soon saying FOD

    -40şC means an open circuit.
But you get a voltage readings in the terminals, so, cables should be ok.
Keep in mind that you swapped cables.
So, what could be causing an open circuit?

Like all said open circuit between ECU & CTS.
You need to check both wires from sensor to ECU pins.
Or totally open sensor but not two of them?
If you disconnect the sensor that's an open circuit and the ECU defaults the temp -40*C that's why everyone is telling you open circuit.

    Good Luck
